The Adult Day Care Program Manual has been updated and posted under the Laws, Regulations & Manuals page.

The following changes were made:

  • DSDS and DHSS regional maps were updated.
  • ADC sample form letters were updated on current letterhead.
  • Broken hyperlinks were updated to reflect web address changes.
  • Chap 192, RSMo. was updated to reflect revisions made to the statutes in August 2018.

December 6-7, 2018: Gerontology Nursing Conference
Location: Peachtree Banquet Center, Columbia

The purpose of the 29th Annual Gerontology Nursing Conference is to provide a forum for gerontology health care providers, administrators, educators, regulatory personnel and others interested, to discuss complex care issues common to all who care for the elderly, regardless of setting. The focus is on promoting excellence in gerontology health care by keeping abreast of the latest evidence regarding strategies that result in improved clinical outcomes.

SNF QRP Deadline

SNF QRP Deadline

The submission deadline for the SNF Quality Reporting Programs (QRP) is approaching. MDS data for April 1 – June 30 (Q2) of calendar year (CY) 2018 are due with this submission deadline. All data must be submitted no later than 11:59 p.m. Pacific Standard Time on November 15, 2018.

As a reminder, it is recommended that providers run applicable validation/analysis reports prior to each quarterly reporting deadline, in order to ensure that all required data has been submitted.

Payroll-Based Journal (PBJ) Deadline

The submission deadline for PBJ is approaching. PBJ data for 7/1/18 through 9/30/18 is due on 11-14-18. CMS uses PBJ data to determine each facility’s staffing measure on the Nursing Home Compare tool on Medicare.gov website, and calculate the staffing rating used in the Nursing Home Five Star Quality Rating System.

Empira has been working to better understand the wants and needs of older adults, given the following truths:

  1. The primary reason for many behavioral expressions centers around the lack of support for “work of aging.”
  2. The ultimate success of inevitable aging is the ability to maintain integrity with a sense of closure and completeness and accept death without fear.

Based on these understandings, an approach called ResoLute (Resident Empowered Solutions on Living until the End) is currently in development to support conversations about life and mortality – to identify and uphold what matters most.

Resident Funds

Question: When a resident who receives a monthly personal allowance from Social Security is discharged from a facility, should the facility send all of the resident’s funds with the resident or back to Social Security?

Answer: The facility should keep detailed records, which will assist the facility in determining what funds should be returned to Social Security. Only Social Security funds need to be returned to Social Security based on secure.ssa.gov/apps10/poms.nsf/lnx/0200603140. Not all funds in the resident trust fund account need to be returned to Social Security, such as birthday money, workshop earnings, money from family, etc.

The amount of SSA conserved funds may also be turned over to the beneficiary or the new payee. Social Security does grant exceptions when a resident needs the Social Security funds for their next stay. The facility must call Social Security in advance to request the exception. Once Social Security approves the exception, the facility may give all funds to the resident.

Third Party Liability Account Balance Form

Facilities must submit the Personal Funds Account Balance Report (TPL Form) to MO HealthNet for any expired resident that was a MO HealthNet participant; or was a recipient of aid, assistance, care, services; or if the resident had money expended on his/her behalf by the Department of Social Services. This does not apply to discharged residents.

If a resident had no personal funds remaining at the facility, in any account, with whatever title the account may be known when they expired, then a TPL form does not need to be sent.

Certified facilities must submit the TPL Form within 30 days of expiration, while state licensed facilities must submit within 60 days of expiration.

Aaron provided care for his step-mother, Joanna King, before she passed, and continues to pay his kindness forward to the senior community in which she resided.   • Restorative sleep is vital to the overall well being of humans
  • Sleep fragmentation is a primary contributor to some of the most challenging issues facing long term care(e.g. falls, behavioral expression, pain, incontinence, skin breakdown, unnecessary use of anti-psychotics, function decline and the list goes on)

Empira recognized the challenge and is now making a “night and day” difference for the residents they serve through a culture of restorative sleep. Vickie Failor has been chosen as Missouri’s Caregiver of the Month for September! Vickie was the caregiver for her father in law, Francis, in order to keep him out of a nursing home. Alzheimer’s disease is the 6th leading cause of death and affects millions of people. It kills more than breast cancer and prostate cancer combined. DHSS is partnering with the Alzheimer’s Association to raise awareness for Alzheimer’s care, support and research. Please join our Director, Dr. Randall Williams, and your DHSS colleagues in the Walk to End Alzheimer’s on Sunday, October 7th at 11 a.m. This is a family friendly walk with roughly .65 miles that will be held at Ellis-Porter Riverside Park Pavilion, 1425 Riverside Dr. Jefferson City. Teams may consist of one or more persons, and may include friends, colleagues, family members, etc. Teams will need to create a team name and designate a captain to register the team online. Each team member will then go online to register under their team name. “Team DHSS” has already been created and the team roster is growing. If you would like to join our team you may do so here. However, if you choose to create your own team, please include DHSS in your team name so we can represent our department with as many staff as possible! Everyone who participates will receive a flower pinwheel to represent someone you know that has been affected by this disease. October 15-18, 2018: Dementia Care Mapping for Realizing Person Centered Care
Location: The Neighborhoods by Tiger Place, Columbia

Dementia Care Mapping (DCM) is a method to evaluate the delivery of person centered care and, in general, to improve the quality of care delivered to persons with dementia in formal care settings. DCM goes to the real heart of caring by striving to assess care from the viewpoint of the person with dementia. It involves making and recording detailed observations. DCM provides valuable, clear and reliable information for those concerned with quality care for people with dementia. After the data is analyzed, immediate feedback can be given to care partners so that existing practices can be analyzed and improved.

The updated Hand in Hand: A Training Series for Nursing Homes is now available on the Centers for Medicare & Medicaid Services’ (CMS’s) Integrated Surveyor Training Website (ISTW). Hand in Hand is available as a self-paced training as well as an instructor-led course and may be accessed using the links below. The self-paced training may take approximately 24 hours to complete.

This training focuses on caring for residents with dementia and on preventing abuse. CMS, supported by a team of training developers and subject matter experts, created this training to address the need for nurse aides’ in-service training on these important topics.

The Hand in Hand: A Training Series for Nursing Homes was previously developed as an instructor-led training conducted by nursing home staff for nurse aides. The Hand in Hand training will now be available as a self-paced, online training and available to download for use as an instructor-led course.

Federal law requires that nurse aides complete in-service training on dementia management and resident abuse prevention. Additionally, facilities must provide dementia management and resident abuse prevention training to all facility staff, (direct and indirect care and auxiliary functions) contractors, and volunteers.

This professional development course offers an engaging on-line learning environment with an emphasis on practical application that will help you successfully lead your organization. 50 CEUs are available and an official certificate from MU is issued to those who complete the course. Complete the course at your pace with no travel required while staying connected in on-line conversations and discussions with others taking the course. Some of the topics include: Conflict Management; Leading and Sustaining Change; A Team Approach to QI with Guidance on PIPs; Financial Considerations for LTC Leaders; Creating & Leading PCC and much more. The on-line course starts in November but enrollment is ongoing so you may start any time after November.
