Don’t miss out on your opportunity to earn $6,000 for your organization, while gaining practical, useful information, skills, and resources regarding Covid-19 in nursing homes. Join the AHRQ ECHO National Nursing Home COVID-19 Action Network, and connect with both specialists and peers to ask and answer immediate challenges your organization is facing during this challenging time.

Key Points:

  • Three cohorts of 35-40 organizations will be offered. You will select your preferred time slot upon registering your organization:
    • Session times will be:
      • Wednesdays- 1:30-3:00pm
      • Thursdays- 9:30-11:00am
      • Fridays- 1:00-2:00pm
    • Sessions will be closed once they reach 40 organizations.

  • Sessions are 90 minutes, once a week, for 16 weeks (we will take the weeks of Thanksgiving, Christmas and New Year’s off).

COVID-19 LTC Bed Availability Portal

The healthcare continuum is increasingly becoming strained with the number of positive cases across the state. This portal has been established to improve communication across the care continuum to assist in ensuring Missourians have access to the right care in the right setting. We are asking all long-term care communities to complete this brief survey each day by 9:00 AM beginning Wednesday, November 25th in order to identify available beds for potential admissions. Participation in the bed availability survey is voluntary. The survey may be accessed at https://arcg.is/1rjKy8. Once the initial submission is completed, each submitter will receive a link in order to update the bed availability information. If information does not change from day to day, the submitter can simply update the date and submit – the prior day’s information will populate.

The survey information will populate an accompanying dashboard that will be available to hospitals to use as a tool in finding placement for those patients who would be best served in a long-term care setting. HCBS COVID-19 Relief Funds Reimbursement COVID-19 Testing Expenditures – UPDATED

This guidance summarizes practices that should be considered when SARS-CoV-2 and Influenza viruses are found to be co-circulating based upon local public health surveillance data and testing at local healthcare facilities. While these considerations are specific to care of residents residing in nursing homes, some practices could be adapted for use in other long-term care settings (e.g. assisted living facilities).

Healthcare Staffing Agencies

Health and Human Services (HHS) has provided a list of healthcare staffing agencies that can be considered to fulfill staffing needs. The list includes positions/facilities of focus for each agency including long-term care, nursing, aides, administrative, therapy, etc. Long-term care facilities are not required to utilize agencies on this list.

Free COVID-19 testing opportunities available throughout Missouri

The State of Missouri continues to host community testing events throughout the state each week.

Missourians can register for these events currently scheduled at health.mo.gov/communitytest and also continue to check back for future opportunities to be tested at an event nearby.

Missouri residency is the only requirement; individuals do not have to live in the county in which they are tested, and they do not have to be experiencing symptoms. Any Missouri residents who wish to be tested with a self-administered nasal swab to determine if they have an active COVID-19 infection can do so at the specified sites in each region at no cost to the individual.

Surge Testing

Additionally, the U.S. Department of Health and Human Services (HHS) has also announced free COVID-19 surge testing that will continue each week in the following:

Columbia (Mondays, 10 a.m.-5 p.m.)
Branson (Tuesdays, 10 a.m.-5 p.m.)
St. Louis (Tuesdays and Wednesdays, 9 a.m.-5 p.m.)
Cape Girardeau (Thursdays, 10 a.m.-6 p.m.)
Lee’s Summit (Thursdays, 10 a.m.-6 p.m., and Fridays, 10 a.m.-5 p.m.)

Testing at these locations is available to individuals 5 years and older – including those experiencing symptoms; those who believe they may have been exposed to someone with COVID-19 coronavirus; and anyone who is worried about possibly having the virus. Individuals seeking testing do not need to be a resident of the community where these testing sites are located. Individuals under 18 years old must have a parent or legal guardian present to consent to testing.

Testing is expected to continue at the following locations for the remainder of this year. Individuals are encouraged to pre-register online at DoINeedaCovid19Test.com.

Point of Care Antigen Reporting

Effective Friday, November 13, 2020, Long-Term Care Facilities (SNF, ICF, ALF and RCF) that are reporting point of care antigen testing results into the NHSN portal, no longer need to duplicate that reporting via the DHSS secured file transfer.

At this time, DHSS asks that long-term care facilities report all positive staff and resident results, for POC and PCR testing, via the Electronic COVID-19 Case Reporting portal to ensure timely notification to DRL and DCPH for outbreak assistance.

DHSS is working on comprehensive guidance for all long-term care communities related to reporting requirements. If you have any questions related to this, please contact tracy.niekamp@health.mo.gov.

AHRQ ECHO National Nursing Home COVID-19 Action Network

Project ECHO is actively recruiting nursing homes around the country to join an interactive community of practice to advance improvements in COVID-19 preparedness, safety and infection control.

Supported by the federal Agency for Healthcare Research and Quality (AHRQ), and in collaboration with the Institute for Healthcare Improvement (IHI), the AHRQ ECHO National Nursing Home COVID-19 Action Network is open to any Medicare or Medicaid-certified nursing home across the country at no cost.

The program matches nursing homes with local hospitals, QIOs and professional associations, who conduct weekly hour-long interactive learning and problem-solving sessions with the nursing homes over a four-month period. The mentor organizations also provide on-demand technical assistance to nursing homes in their cohort. Nursing homes receive a $6000 honorarium for participation in the program.

November 20, 2020: CHOICE: New Ideas to Enhance Resident Life in Tough Times

As we all struggle to get through these tough days, we each turn to things that give us comfort – in all areas of our lives. We relive great memories, try to maintain rituals that have meaning to us, and of course, food is always on the list. That’s what “comfort food” is all about, and it’s different for each person. All of this is just as true for your residents. The simple approach of knowing specifically what brings daily pleasure to each resident and honoring true choice for them can brighten their day – and brightening our residents’ lives is what brightens every committed caregiver’s day, too.

Perhaps the Covid-19 pandemic and resulting isolation has awakened in us something primal and universal: a deep interest in food. We see it everywhere. The explosion of cooking and culinary shows on television, Netflix and the internet, food blogs, recipe and cooking sites… We can bring that interest in food into our communities. Food is fascinating, so let’s find ways for residents to experience the food conversations happening everywhere, and perhaps add some new flavor to their days.

Outbreak Testing Data Reporting Changes

Effective Friday, November 6, 2020, Long Term Care Facilities no longer need to submit the “Long Term Care Facility COVID-19 Testing Spreadsheets” to record outbreak testing via the Redcap portal. Rather than submitting individual resident and staff data to the Section for Long-Term Care Regulation, LTCF will use the same portal (the title will change to Long Term Care Facility COVID-19 Outbreak Testing Data Reporting) to report basic data elements for each testing cycle to include:

  • Facility identifying data
  • Date outbreak testing occurred
  • # of residents tested
  • # of staff tested

Federal and State COVID-19 Vaccination Programs

The Federal Government and the Missouri Department of Health and Senior Services have developed COVID-19 vaccination distribution programs and we strongly encourage you to enroll your community in both programs. The federal program focuses on residents and the Missouri program focuses on staff. Enrollment in both programs is essential to ensure residents and staff have access to the COVID-19 vaccine when the vaccine becomes available. Information about the programs, including the enrollment process is below. Please do not hesitate to reach out if you have any questions about either program.

 

Federal Pharmacy Partnership for Long-Term Care ProgramRegistration deadline TODAY, November 6
The national vaccine distribution program for long-term care residents.

To prepare for the availability of the COVID-19 vaccine, the federal government has partnered with pharmacies to distribute and administer the vaccine to residents in long-term care facilities. This program is free of charge and covers all of the reporting requirements associated with the vaccine.

Long-term care facilities (nursing homes, assisted living, residential care, adult day communities, ICF/IIDs and other congregate settings for older adults) have until Friday, November 6th to register with the CDC on how they want to receive and administer the COVID-19 vaccine when it becomes available. Federally certified nursing homes will be able to register through the National Healthcare Safety Network (NHSN) website, while other settings (assisted living, residential care, adult day communities and ICF/IIDs) can register at REDcap Sign-Up Form.

We strongly encourage all long-term care facilities to participate and register. This is critical to ensuring our vulnerable residents are among the first to receive a vaccine when it becomes available.

Missouri COVID-19 Program – Updated Information

In addition to the national vaccine distribution program for long-term care facility residents, the Department of Health and Senior Services has developed a vaccine distribution program for long-term care facility staff.

To accomplish facility staff vaccination there will be three scenarios. Facilities choosing scenario 1 or 2 – information regarding this enrollment process will be distributed in the near future.

  1. Partner with a local pharmacy to provide onsite vaccination of staff;
  2. Partner with a local public health agency to provide vaccine to staff either onsite or offsite; or
  3. Enroll as a COVID-19 vaccination provider using the process described below
  4. Must have to be able to store and administer vaccine (which may be ultra-cold temperatures and doses up to 975)
  5. Facilities will receive vaccine at no cost
  6. Vaccination supplies at no cost
  7. PPE for vaccination at no cost

There is no deadline to enroll in the state COVID-19 vaccination program.

NIOSH’s Second EHMR Federal Register Notice Webinar

NIOSH’s Second Elastomeric Half-Mask Respirator (EHMR) Federal Register Notice Webinar

Elastomeric half mask respirators (EHMRs) are reusable respirators that may be worn in a healthcare setting and supplement the supply of disposable respirators available to healthcare workers. The National Institute for Occupational Safety and Health (NIOSH)-in coordination with the Strategic National Stockpile-posted a Federal Register Notice (FRN) titled “A National Elastomeric Half Mask Respirator (EHMR) Strategy for Use in Healthcare Settings During an Infectious Disease Outbreak/Pandemic”.

Through this FRN, NIOSH is seeking input regarding the national distribution plan of purchased EHMRs, as well as identifying potential organizations interested in receiving a portion of these EHMRs with the commitment to provide a report of user acceptability and feasibility of implementation.

NIOSH is seeking organizations including, but not limited to:

  • Hospital systems, individual hospitals, and/or specific hospital units (i.e., emergency department, intensive care units)
  • Outpatient care settings (i.e., offices, clinics, home care, urgent care, rehab centers)
  • Long term care facilities
  • Dental practices
  • First responder organizations (i.e., police, fire, EMS)

The Nursing Home COVID-19 Action Network ECHO

The Nursing Home COVID-19 Action Network ECHO is kicking off the week of November 9, 2020 and you are invited to participate!

Medicare and/or Medicaid certified nursing homes that actively participate in the Network can receive up to $6,000 in compensation, along with free CME/CNE/LNHA credits for participating staff.

The Nursing Home COVID-19 Action Network ECHO will address the following goals:

  • Keep the virus from entering nursing homes where it has not entered
  • Identify residents and staff who have been infected with the virus early
  • Prevent the spread of the virus between staff, residents and visitors
  • Provide safe and appropriate care to residents with mild and asymptomatic cases
  • Ensure staff have the knowledge, skills and confidence to implement best-practice safety measures to protect residents and themselves
  • Reduce social isolation for residents, families, and staff during these difficult times

The Missouri Telehealth Network (MTN) at the University of Missouri is collaborating with the Agency for Healthcare Research and Quality (AHRQ), Project ECHO and the Institute for Healthcare Improvement (IHI) to advance improvements in COVID-19 preparedness, safety and infection control in nursing homes.

Our goal is to recruit up to 105 nursing homes to participate in this virtual community of practice, where nursing home staff can engage with experts and their peers and share cases for real-time discussion and advice.

MTN will be holding several informational webinars next week to explain the project in further detail, and to answer any questions the organizations may have. CARES Act Funding

Updated – 10/26/2020

To: Residential Care Facilities, Intermediate Care Facilities, and Assisted Living Facilities

On October 7, 2020, Governor Parson announced $10 million in CARES Act funding to support assisted living, intermediate care, and residential care facilities with uncompensated necessary COVID-19 related expenses. These facilities may submit invoices to the Department of Social Services through an online portal located here https://apps.dss.mo.gov/LongTermCareCovid19Invoices/.

Providers must complete and submit an attestation located on the site.

Please note: Social Services has already been accepting and processing invoices for uncompensated COVID testing costs related to outbreaks and reopening requirements. This is a different, additional reimbursement process and you must complete the new attestation located on the site, in order to submit invoices for other uncompensated necessary COVID-19 related expenses.

If you do not submit the correct attestation, Social Services cannot process your invoice. Invoices must be received by November 15, 2020

COVID-19 has changed our lives in so many ways. Life in long-term care will never be the same. QIPMO has been working with nursing homes in MO for over 20 years. During that time, it has grown from nurses helping guide MDS coordinators and DONs through the ever-changing landscape of long-term care. QIPMO now includes an administrator extension helping the facility’s NHA to navigate the administrative issues. The year 2020 will go down in history as one of the hardest years of our experience. We will come out on the other side stronger, but I am sure we will have horror stories to share as well as celebrations and accomplishments.

But there are other types of facilities that take care of the aging population. We’re talking Residential Care Facilities, Assisted Living Communities, and Independent Living Facilities. Who is there to help them? Never fear! QIPMO has now added yet another expansion service to help these communities – the CAT Team (COVID Accountability Team). For those who have been around the industry, the names will likely sound familiar: Sharon Thomas (retired QIPMO nurse) is covering survey regions 3, 4, and 5; Carol Siem (semi-retired QIPMO nurse) is covering regions 6 and 7; and the new kid on the block is Rob Siem (yep… Carol’s husband who is also a nurse – they’ve been together for 44 years and he understands long-term care) who will be covering regions 1 and 2. MDS Changes for 10-1-20

Missouri opted to collect PDPM HIPPS codes on OBRA assessments with an ARD of 10/1/20 or later. This means that SNFs and NFs in Missouri need to complete additional items on OBRA assessments not combined with a Medicare assessment. Additional items include:

  • GG0130 Self-Care items;
  • GG0170 Mobility items;
  • I0020 and I0020B Primary Medical Condition items;
  • J2100 Recent Surgery item. If J2100 is checked yes, J2300-J5000 are to be completed.
