Survey and Certification Memos

15-31:  Focused Dementia Care Survey Pilot (NH – 3/27/15)

Attached to this memo is a final report that outlines the basis for the Focused Dementia Care Survey Pilot, the process utilized, conclusions gathered based upon post-pilot data analysis, as well as next steps for the future.  The CMS plans to expand upon the work of the focused survey pilot and has invited States to conduct such surveys in FY2015 on a voluntary basis.  The expansion project will involve a more intensive, targeted effort to improve surveyor effectiveness in citing poor dementia care and the overutilization of antipsychotic medications, and broaden the opportunities for quality improvement among providers.  Deficient practices noted during the surveys will result in relevant citations.  In the event that additional care concerns are identified during on-site reviews, those concerns will be investigated during the survey or will be referred to the SA as a complaint for further review.  The memo is attached here and one attachment is attached here.

15-34:  Grant Award: Reinvestment of Federal Civil Money Penalty (CMP) Funds to Benefit Nursing Home Residents (NH – 4/3/15)

The Centers for Medicare & Medicaid Services (CMS) invited proposals for a grant opportunity to utilize Federal CMP Funds for the support and further expansion of the National Partnership to Improve Dementia Care in Nursing Homes.  The Eden Alternative, Inc. was deemed to be the most eligible applicant and has been awarded a grant, in the amount of $293,129.00, for their project entitled, “Creating a Culture of Person-Directed Dementia Care.”  The memo is attached here.

15-35:  Implementation of Section 6106 of the Affordable Care Act – Collection of Staffing Data for Long Term Care Facilities (NH – 4/10/15)

In this memorandum, CMS notified States of the posting of technical specifications and related information for the electronic submission of staffing information based on payroll data.  This information is posted at: www.cms.gov/Medicare/Quality-Initiatives-Patient-Assessment-Instruments/NursingHomeQualityInits/Staffing-Data-Submission-PBJ.html.  The memo is here.

CMS National Nursing Home Quality Care Collaborative (NNHQCC) Change Package v2.0 – Now Available

The Change Package developed as part of the CMS National Nursing Home Quality Care Collaborative is being used by CMS and Quality Improvement Organizations and is intended to complement evidence-based tools and resources.  A change package is a menu of strategies, change concepts and specific actionable items that any nursing home can choose from to begin testing for purposes of improving quality of care.

Celebrate National Public Health Week

Celebrate National Public Health Week, April 6-12.  Missouri’s theme is “Public Health: Better Health. Better Missouri”.

Investing in prevention and public health can make an enormous difference.  During this week, help raise awareness of the critical role that public health and prevention play in keeping individuals and communities healthy.

The Missouri Department of Health and Senior Services has created an inspiring video about public health.  To help raise awareness about public health, we encourage you to add a link (or embed) to the video on your webpage and facebook page.  View the video at: http://health.mo.gov/information/nphw/index.php.  Directions to embed the video on your webpage and facebook page can also be found on this link.

Monday, April 6: Raising the Grade.  Missouri trails other states in life expectancy and other measures of good health, and this holds true across all ages and income levels.  Individuals can take small steps to improve their health and communities can make a big difference by starting the conversation with leaders and community groups to make health the easier, available choice.

Tuesday, April 7: Starting from Zip.  Today, your zip code says too much about your health.  Across America, there are unacceptable disparities in health by race and ethnic group, state by state and even county by county.  The effort to make Missouri a healthier state starts with equity across our communities.

Wednesday, April 8: Building Momentum.  Influential leaders, companies and organizations are taking important steps in line with creating a healthier state, just look at recent actions by your local public health department, city/county government and community organizations.

Thursday, April 9: Building Broader Connections.  In the work to become a healthier state we can’t do it all on our own.  We have to expand our partnerships to collaborate with city planners, education officials, public, private and for-profit organizations, employers – everyone who has an impact on our health.

Friday, April 10: Building on 20 Years of Success.  2015 marks the 20th anniversary of National Public Health Week and the accomplishments of the public health community over the last two decades are significant, such as a 25-year improvement in the average lifespan for Americans and a 70 percent reduction in HIV/AIDS-related deaths.  During this week, help raise awareness of the critical role that public health and prevention play in keeping individuals and communities healthy.

Missouri Assistive Technology Conference & Expo 2015

April 13-14, 2015:  Power Up 2015

The purpose of this conference is to enhance knowledge of the learner in the area of evidence-based cancer care with the end result of improving the quality of life of the cancer survivor. Medical and health professionals will present on a wide variety of topics including cancer and sexuality, mammography quality, disparities in primary care systems, cancer registry, oncology rehab and physical therapy, genetics and hereditary cancer, lung cancer screening, life after surgery – recovery and reconstruction, and promoting a smokefree Missouri.

Personal Needs Allowance Increase

Effective January 1, 2015, the Personal Needs Allowance for MO HealthNet participants residing in a Supplemental Nursing Care and Vendor facility increased from $45.00 to $50.00 per month. The Personal Needs Allowance is a portion of the resident’s income that is not applied to the payment for the costs of the care in the facility, but is income they retain and may choose to use for personal needs or expenses not provided by the facility

MC5 Music & Memory Certification Incentive

The MC5 Board of Directors recently approved funding the full $600 reduced cost of completing the MUSIC & MEMORY℠ Certification Program for 40 Missouri care provider organizations.  The participation requirements and application for this incentive are now available online.
