Guide: Diane Heliker, RN, PhD

The focus of this presentation is to illustrate how story, the narrative of one’s lived experiences, reveals what is most meaningful to each unique resident in long-term care communities. A sampling of research findings addressing story is offered along with the relationship-based caring practice of Story Sharing. To assist all staff and caregivers, strategies that ensure the successful gathering of stories are introduced followed by exercises demonstrating the interpretation of stories and the discovery of what is most meaningful to a resident. Once these meanings are revealed, they are incorporated into each resident’s care/life plan. Examples are offered throughout.

August 23, 2018: Addressing the Staffing Crisis
Guide: Denise Boudreau-Scott, President DRIVE

Solving the complex staffing problem requires the involvement of stakeholders and providers like you! Leaders, including direct supervisors, have a significant impact on retention and recruitment of the best talent. Providers can no longer afford to think of an engaged workforce as an appealing goal, but essential for improving the resident experience, customer service, quality, and financial outcomes. Attracting the right people, keeping them, and inspiring them to perform at their highest level is not only a nicety in today’s world, it’s a necessity!

Payroll-Based Journal (PBJ)

PBJ

May 15, 2018 is the deadline for submitting staffing data for the Q1 of CY 2018 (1/1/18 through 3/31/18). CMS uses PBJ data to determine each facility’s staffing measure on the Nursing Home Compare tool on Medicare.gov website, and calculate the staffing rating used in the Nursing Home Five Star Quality Rating System.

CMS encourages facilities to check provider preview reports in the CASPER system for information regarding submitted PBJ data and to run CASPER reports (1700D Employee Report, 1702D Individual Daily Staffing Report, and/or 1702S Staffing Summary Report) to ensure their PBJ data was submitted accurately.

Questions regarding PBJ policy information can be directed to NHStaffing@cms.hhs.gov.

Questions regarding PBJ Data Specifications can be directed to NursingHomePBJTechIssues@cms.hhs.gov.

Skilled Nurses Facility (SNF) Quality Reporting Program (QRP) Deadline

SNF QRP Deadline

The submission deadline for the SNF QRP is approaching. MDS data for all four quarters (January-December) of CY2017 is due on 5-15-18. Providers must submit all data necessary to calculate SNF QRP measures on at least 80% of the MDS assessments submitted to be in compliance with FY 2019 SNF QRP requirements.

The list of measures required for this deadline can be found on the CMS QRP SNF Quality Reporting Program Data Submission Deadlines.

As a reminder, it is recommended that providers run applicable validation/analysis reports prior to each quarterly reporting deadline, in order to ensure that all required data has been submitted.

CMS Memo: QSO 18-17-NH

CMS Memo: QSO 18-17-NH: Transition to Payroll-Based Journal (PBJ) Staffing Measures on the Nursing Home Compare tool on Medicare.gov and the Five Star Quality Rating System

  • Transition to Payroll-Based Journal (PBJ) Data – Starting in April 2018, CMS will use PBJ data to determine each facility’s staffing measure on the Nursing Home Compare tool on Medicare.gov website, and calculate the staffing rating used in the Nursing Home Five Star Quality Rating System.
  • Staffing data audits – We are providing lessons-learned from audits conducted, and guidance to facilities for improving their accuracy. Nursing homes whose audit identifies significant inaccuracies between the hours reported and the hours verified, or facilities who fail to submit any data by the required deadline will be presumed to have low levels of staff. This will result in a one-star rating in the staffing domain, which will drop their overall (composite) star rating by one star for a quarter.
  • Requirement for registered nurse (RN) staffing – We are reminding nursing homes of the importance of RN staffing and the requirement to have an RN onsite 8 hours a day, 7 days a week. Nursing homes reporting 7 or more days in a quarter with no RN hours will receive a one-star rating in the staffing domain, which will drop their overall (composite) star rating by one star for a quarter. This action will be implemented in July 2018, after the May 15, 2018 submission deadline for data for 2018 Calendar Quarter 1, 2018 (January – March 2018) data.
  • Technical assistance – CMS is continuing its efforts to help nursing homes submit accurate data, and there are a variety of ways described below in which facilities can seek support.
  • Future Actions – As of June 1, 2018, we will no longer collect facility staffing data through the CMS-671 form, and we will announce other future activities.

More information regarding this memo is available at www.cms.gov/Medicare/Provider-Enrollment-and-Certification/SurveyCertificationGenInfo/Downloads/QSO18-17-NH.pdf.

May 11, 2018: Black Balloons or a Rainbow of Colors: How Our Perceptions of Aging Affect the Care We Provide
Guest Presenter:  Penny Cook, MSW; President/CEO of the Pioneer Network

We’ve all done it – sent an “over the hill” card to someone, purchased “anti-aging” products, refused to say our age and maybe even given the dreadful black balloons on a milestone birth celebration. It’s part of our culture, right? It’s meant to be funny. It helps us cope with the fact we’re getting older. But how does it really affect us? More importantly, how does it affect the care and support we provide to Elders? In this conversation, we’ll explore how our own perceptions of getting older as well as those of the general society affect our long-term care system as well as our specific care practices. Let’s be the change we want to see!
