Flu Season is Here

Homes are required to offer the flu vaccine to all of their residents.  Vaccination of your healthcare workers, although not mandated, is also important in preventing the spread of flu in your home.  Encouraging your staff to receive the vaccination can also help reduce absenteeism due to illness and reduce the costs of care associated with ill residents.

Important Notice – Family Care Safety Registry Worker Registration Fee Increase

Effective November 1, 2013, the Family Care Safety Registry (FCSR) Worker Registration fee will increase to $11.00.  The fee increase results from a change in state law and is required by the Missouri State Highway Patrol.  The FCSR online registration system will be updated effective November 1, 2013 to charge the new fee.  Worker registration forms mailed with the incorrect fee postmarked on or after November 1, 2013, will be returned.  Updated worker registration forms will be available for download no later than October 31, 2013 online at http://health.mo.gov/safety/fcsr/forms.php.  You may also contact the FCSR toll free at 866-422-6872.

Missouri Nursing Home Employees Happy with Their Jobs, MU Researchers Find

COLUMBIA, Mo. –Missouri nursing home employees are satisfied with their jobs, results from a new statewide survey suggest.  Researchers at the University of Missouri Sinclair School of Nursing (MU SSON) conducted the survey and say the findings will help nursing home administrators assess their employees’ job satisfaction. 
The Missouri Department of Health and Senior Services funded the survey developed by MyInnerView.

Level I Medication Aide Training Program Regulation Update

The revisions to regulation 19 CSR 30-84.030 Level I Medication Aide Training Program, were published in the Code of State Regulations on October 31, 2012.  The official new rules may be found on the Missouri Secretary of State’s website at http://www.sos.mo.gov/adrules/csr/current/19csr/19csr.asp.  The rules are located under Division 30, Chapter 84.  The effective date for the new rules will be November 30, 2012.  The following information outlines some of the requirement changes: 

  • The Level I Medication Aide (LIMA) course shall include a minimum of sixteen (16) hours of integrated formal instruction and practice sessions directly supervised by an approved LIMA Instructor. 
  • LIMAs shall participate in a minimum of four (4) hours of medication administration training every two (2) years in order to remain active and administer medications in a Residential Care Facility (RCF) or in an Assisted Living Facility (ALF).  LIMAs certified on or before September 30, 2012 shall have until September 30, 2014 to comply with the biennial training requirements, or their name will be removed from the registry and they will be required to take the full 16-hour course.  Forms are located on our website at the address below. 
  • Medication Aides (MAs) certified through the Department of Mental Health will be able to apply for DHSS certification through a Certifying Agency.  MAs will be required to provide certification documentation proof and pay the certification fee.  The Certifying Agency will submit the names to DHSS to be added to the registry. 
  • To be a LIMA course instructor, the individual must currently be an approved LIMA Instructor (verification is available online).  Instructors must be a Registered Nurse (RN) or a Licensed Practical Nurse (LPN) licensed to practice in Missouri, not subject to any disciplinary action, and shall have one (1) year experience working as a nurse and shall attend and successfully complete a “Train the Trainer” workshop through a Certifying Agency.

As individuals complete their biennial updates or are newly certified, their certification information will be available on the online registry at the website address below.

Reporting Changes of Administrator or Director of Nursing

Reporting a change of Administrator or a change of Director of Nursing in your home is required per the Code of State Regulations, 19 CSR 30-81.010, and 19 CSR 30-82.010.  New forms for reporting these changes are now available on our website.  Change of Administrator/Manager in a Long-Term Care Facility and Change of Director of Nursing in a Long-Term Care Facility forms may be found at:  http://health.mo.gov/seniors/nursinghomes/appsforms.php.

Nursing Home Leadership Assistance

Employee Satisfaction Survey Initiative Offered To Skilled Nursing Facilities

The statewide collaborative effort between the University of Missouri – Sinclair School of Nursing, and the Missouri Department of Health & Senior Services, is to bring an evidence-based approach to continuous quality improvement in Missouri’s nursing homes.  In 2011, Missouri nursing homes had the opportunity to participate in a statewide resident and family satisfaction survey process.

Now the focus continues on nursing home quality improvement with a 2012 initiative to conduct Missouri’s first statewide baseline survey of employee satisfaction.  The employee satisfaction survey initiative is being offered to all skilled nursing facilities in Missouri at no cost to the organization.  This is an opportunity for facilities to understand the perspectives and opinions of their employees and to be able to take action on those items that matter most.

MDS Information – When and how to establish the Assessment Reference Date (ARD)

The ARD is defined as the specific end point of look-back periods in the MDS assessment process.  It allows for those who complete the MDS to refer to the same period of time when reporting the condition of the resident.  For SNF PPS assessments, this date also determines payment.  Chapter 6, Section 6.8, of the RAI manual speaks specifically to early, late, and missed assessments.  It states that the ARD must be “established” or “set” within well-defined windows of time.  Backdating the ARD because you forgot to set it in the defined window is not allowed.  In order to prove that you are not backdating assessments, CMS has commented that the MDS is the only acceptable documentation form for establishing or setting the ARD.  Please read the Establishment of ARD from the Federal Register.  This means that your facility needs to set the ARD by opening the assessment in the computer and entering the ARD date in A2300 during the defined window of time.  The facility still has 14 days from the ARD to then complete the assessment and have all signatures in place.  If you have any questions, please contact Joan Brundick, State RAI Coordinator, at joan.brundick@health.mo.gov.
