MHCA Annual Convention

The Missouri Health Care Association’s 72nd Annual Convention has been extended through October 31, 2020. Please join us at our Virtual Conference from the comfort and safety of your home, facility or office. There is education for all Departments such as Nursing, Leadership, CNAs, Dietary, Maintenance and more! Residents’ Rights to Vote – 2020 Elections

Even though the COVID-19 pandemic has brought on many limitations and restrictions for nursing home residents, they still retain their right to vote. Below are some informational materials for residents and facilities to help achieve this during the 2020 elections.

  • Residents’ Right to VOTE – explains that residents still have the right to vote during the pandemic and what the facilities can/cannot do to assist with the voting process. The Ombudsman Program encourages facilities to hang this up so that residents can easily read it.
  • Voting – What Residents Need to Know – explains qualifications and eligibility to vote, voting options, how to register, how to locate a free notary for those who choose the mail-in option etc. Again, the Ombudsman Program encourages facilities to hang this up so that residents can easily read it.
  • Tip Sheet for Facilities – information for facilities only that simply explains best practices and ways they can help residents to vote.

National Training Program to Strengthen Nursing Home Infection Control Practices Launched

QSEP has two new courses available for Long-Term Care staff about COVID-19!

One course is geared towards front-line staff, and the other is geared towards management. The courses are:

Battelle Demobilization

Throughout the COVID-19 response, the Battelle CCDS system has been an important part of lengthening the life of N95 masks, safely. Missouri users will continue to have access to decontamination through Battelle for the foreseeable future, however, some changes are coming for those who use the Battelle CCDS site at the Jefferson City Armory. This site will be demobilized with a projected final closure date of September 12.

Battelle will directly correspond with all users of the CCDS and provide them shipping labels to another Battelle site in a surrounding state. The shipping of masks will be at no cost. Due to increased shipping time, there may be some delays noted – so please plan accordingly.

If your facility is signed up as a Battelle user, you will receive direct correspondence from Battelle in the next 7-10 days. Until told otherwise by Battelle, you may continue to send your masks to the Jefferson City Armory.

HAI-Infection Prevention on the Frontlines: Back to the Basics – in the Midst of a Global Pandemic

July 27 – September 6, 2020: ON DEMAND

Frontline nurses care for patients of all ages, across multiple care settings, with myriad health issues – not just those with infectious disease processes. It is a challenge to stay current with the latest evidence-based knowledge regarding infection prevention and COVID-19 has made this even more demanding. And depending on the practice setting, frontline nurses may have vastly different levels of institutional support and available resources to meet this demand.

The purpose of this conference is to enhance the capacity of frontline nurses to provide exemplary care to individuals with infectious diseases by focusing on the basics – which are applicable to all patients and always changing – and to demonstrate the profound impact an individual caregiver who practices from a proven base of evidence can have on patient outcomes. Linkages to COVID-19 are integrated throughout.

Quality Reporting Program: Non-Compliance Letters for FY2021 APU

CMS is providing notifications to SNFs that were determined to be out of compliance with Quality Reporting Program (QRP) requirements for CY 2019, which will affect their FY 2021 Annual Payment Update (APU). Non-compliance notifications are being distributed by the Medicare Administrative Contractors (MACs) and were also placed into facilities’ CASPER folders in QIES on July 13, 2020. Either notification is official notice of non-compliance. Facilities that receive a letter of non-compliance may submit a request for reconsideration to CMS via email no later than 11:59 pm, August 18, 2020.

Missouri Guidance on Reopening of Long-Term Care Facilities

The guidance on reopening of long-term care facilities has been finalized. The guidance will be posted to the DHSS website at https://health.mo.gov/living/healthcondiseases/communicable/novel-coronavirus/professionals.php under Long-Term Care Facilities.

The department has contracted with the University of Missouri-Sinclair School of Nursing QIPMO team to assist homes through the reopening process. DHSS requests that homes contact the QIPMO team as they begin the reopening process.

The “usual” QIPMO team of nurses and leadership coaches will be available for assistance, and a couple of new team members have been added to the new CAT group – the COVID Accountability Team. Please, please feel free to directly contact your “representative”.

Be Infection Control Survey Ready: Join the Health Quality Innovation Network’s Office Hours Series

The Health Quality Innovation Network (HQIN), the Quality Improvement Organization (QIO) for Missouri, is hosting an office hours series to support survey readiness and help nursing homes be responsive to identified opportunities, survey deficiencies and CMS enhanced enforcement actions. Each 30-minute session will demonstrate how to apply quality improvement principles to your infection control and prevention program and provide turnkey resources and tools to address gaps and drive improvement in your facility. A panel of nurses, infection preventionists and quality improvement professionals also will be available to answer questions.

The series begins July 14, 2020 and will cover the following topics:

July 14, 2020: Root Cause Analysis (RCA)
Facilities have worked hard to assess their infection control programs. But do you know the reason for the gaps or breakdowns in your program? We will share the HQIN QAPI RCA resource, which compliments the CMS QAPI RCA Guide.

July 28, 2020: Infection Prevention Action Plans
Once you complete the RCA process, then you must develop a plan of action. We will share the HQIN Infection Prevention Action Plan Templates. These templates compliment the CDC Infection Control Assessment tool. We will provide you with a template for key categories of improvement, i.e., hand hygiene, surveillance, environmental hygiene, etc.

August 11, 2020: Data Collection and Analysis
Once your plan is implemented, how do you know if it’s working? HQIN will share data collection tools to help you track and trend your improvement related to hand hygiene, terminal cleaning and PPE.

August 25, 2020: QAPI: Everyone Has a Role and a Responsibility
It takes a team to ensure improvement is made and sustained. HQIN will discuss how to engage your team in the quality improvement process in order to hardwire systems, change behavior, reduce gaps and to improve care and compliance.

Mental Health and Wellness Resources

 

  • Mental Health First Aid Training – Mental Health First Aid is now available in a variety of formats, including a fully virtual course. Register today to be the one to make a difference for your friends, family members, colleagues, students, or children. This training is designed for the general community. This course is valued at $170 per person, but is being offered free through the Missouri Department of Mental Health. The flyer will be distributed around the 15th of each month with additional trainings. Check out http://mhfamissouri.org/events/ for more frequent updates.

Mental Health First Aid teaches you how to identify, understand and respond to signs of mental illness and substance use disorders. This training gives you the skills you need to reach out and provide initial support to someone who may be developing a mental health or substance use problem and help connect them to the appropriate care. Youth MHFA is also available for adults working with youth (age 12-18).

 

  • DMH Office of Disaster Services is hosting two virtual trainings given by Dr. Patricia Watson on Stress First Aid. Below you will find the details on the two courses. If you are interested in attending, please email Shelby.Hood@dmh.mo.gov and let her know which one (or both) of the courses you will attend.
    • Stress First Aid for Self-Care and Coworker Support
      Presented July 13th (1:00 pm – 5:00 pm CST)
      This four (4) hour course delivered via webinar, includes a set of supportive actions designed to help those who work in high-stress jobs reduce the negative impacts of stress. SFA recognizes that critical incidents are not the only stressors that professionals face and is therefore based on the acknowledgement that stress reactions can be ongoing and cumulative, resulting from multiple sources. It is designed to be attentive to traumatic events but also on work and personal stress, as well as loss, and inner conflict or moral injury.
    • Stress First Aid for Use with Patients, Clients and Customers
      Presented July 16th (1:00 pm – 5:00 pm CST)
      This four (4) hour course delivered via webinar, includes a set of tools that helps workers support and reduce stress in those they serve in public. This version of SFA is similar to Psychological First Aid (PFA) in that it aims to reduce distress and help move people towards more effective coping. However, it has a broader focus then PFA, in that it is intended to be used with those who are significantly stressed for any reason, and at any point in their exposure to stress.

 

  • Train the Trainer for Psychological First Aide (PFA)

Psychological First Aid is an evidence-informed modular approach to help people of all ages in the immediate aftermath of disaster and terrorism (and traumatic events). Individuals affected by a disaster or traumatic incident, whether survivors, witnesses, or responders to such events, may struggle with or face new challenges following the event. PFA was developed by the National Child Traumatic Stress Network and the National Center for PTSD, with contributions from individuals involved in disaster research and response. Dr. Patricia Watson will be doing this training virtually.

There will be two training sessions available. You only need to attend one of the two-day sessions to complete this course. The sessions will be virtual through WebEx.
          The first two-day session is on June 22 & 23 (1pm to 5pm both days)
          The second two-day session is on June 29 & 30 (1pm to 5pm both days)

Battelle Decontamination Sites

The 13 out-state drop-off/pick-up armory sites and the Jefferson City processing site will be closing as of June 30. The decontamination site will continue to operate for the foreseeable future and healthcare providers may ship masks to the decontamination site via FedEx free of charge. Battelle will provide shipping labels for use to ship labelled N95 respirators free of charge. Healthcare providers may contact Battelle at https://www.battelle.org/ to request labels.

2020 Missouri Suicide Prevention Virtual Conference

Important Information:

  • Dates: Kick-off July 30th with a full day of exciting and relevant Keynote Presentations. Next, we will be hosting one webinar every other Thursday starting August 6th through October 29th.
  • Cost: The virtual conference is free unless you would like continuing education. If so, the cost is $20 per person.
  • Equipment needed: You will need a laptop/computer with speakers and internet in order to participate in the webinars. Because of the size, there will not be an option to call in for these webinars.
  • Continuing Education: The certificate will be sent at the end of the event on October 29th with the total number of hours you participated in throughout the event.
  • Networking: We will have an app/weblink for the event to help with networking during the virtual events. We will send the information on how to access that two weeks before the event.

Governor Announcement – Phase 2 “Show Me Strong Recovery”

Pending expiration of Phase 1 on June 15, Governor Mike Parson announced yesterday that Missouri will fully reopen and enter Phase 2 of its “Show Me Strong Recovery” Plan on Tuesday, June 16, 2020. During Phase 2, there will be no statewide health order. All statewide restrictions will be lifted, though local officials will still have the authority to put further rules, regulations, or ordinances in place. While Missouri will fully reopen on June 16, Governor Parson emphasized the importance of continuing social distancing and practicing proper hygiene to prevent the spread of COVID-19.
